If this work has not been carried out, on the basis of in-depth research, the pilot areas with mature conditions will be selected first, and will be steadily advanced after successful experience.
It is understood that some areas such as Beijing, Guangdong, and Yunnan have successively implemented classified management of retail pharmacies' operating conditions, service capabilities, and risk status.
      Among them, in April this year, Guangdong attracted widespread attention in the industry when promoting the classification and classification policy.       In the industry's view, the implementation of hierarchical classification management will help upgrade the management and service level of the entire pharmacy industry. Under the effect of the survival of the fittest, the industry concentration is expected to further increase.
      Because large chain pharmacies have advantages in terms of operating area, professional service capabilities, and licensed pharmacists, it is easier to get a high rating. Moreover, these pharmacies will enjoy priority policy support in the future setting up of medical insurance designated pharmacy settings, medical insurance fund management, online store layout, licensing scope, business innovation, and docking outpatient pharmacy related services, and competitiveness will be further improved.
Indeed, under the policy push, high-rated pharmacies will usher in many benefits such as prescription outflows and medical insurance policies. The "Opinions" clarify that the business and health administrative departments will encourage high-rated pharmacies to do well with medical institutions, and provide related services such as taking out outpatient prescriptions and other services. The medical insurance management department will give priority to the selection of high-rated pharmacies to sign a medical insurance service agreement, which will be included in the scope of designated pharmacies. Encourage the provision of medical insurance fee settlement services for outpatient special diseases and outpatient chronic diseases through high-rated pharmacies.
       In contrast, monomer pharmacies and small micro-chain pharmacies can only operate Class B non-prescription drugs, can not operate prescription drugs and Chinese medicine decoction pieces, and are limited by the scope of business, the number of varieties, and the business storage area, and the profitability is reduced. The regulatory authorities will focus on strengthening the targeted supervision of some pharmacies.
The "Opinions" require that the classification and classification results be checked at least once a year. According to the daily monitoring, inspection information and complaints of the relevant departments, the retail pharmacies that do not meet the classification and grading standards or have serious illegal and untrustworthy behaviors should be reduced in categories or levels. Retail pharmacies that have undergone substantial changes in operating conditions and operational service capabilities may voluntarily request adjustments to categories or levels.
        At the same time, the implementation of classification and classification management and the "double random, one open" regulatory reforms are closely combined, according to the different categories and levels of retail pharmacies, determine the level, mode and frequency of supervision and inspection, and effectively improve the regulatory normative and effective. For retail pharmacies that are seriously untrustworthy, they are included in the credit “blacklist” according to law.
